May 10, 2022, Regular Bushnell Township Board meeting was called to order at 6 pm at Bushnell Township Hall by Supervisor Christopher Smith with pledge of allegiance.
Present: Roll call: Supervisor Christopher Smith; Trustees Mike Fitzgerald & Patrick Draper; Clerk Louise Belyou; Absent: Treasurer Karron Bliss; Others: Commissioner Mike Beach; 2 others;
Motion by Fitzgerald, supported by Draper to approve meeting agenda. Carried.
Motion by Draper, supported by Fitzgerald to accept minutes of March 8, regular; March 29, special; and March 29, budget hearing. Motion carried.
Motion by Draper, supported by Fitzgerald to approve payment of $30,213.18 for invoices 4-1-2022 through 5-5-2022. Motion carried.
Motion by Fitzgerald, supported by Draper to accept treasurer's report with $287,022.72 less ARPA funds of $62,278.02 with $224,744.70 register balance. Motion carried.
PUBLIC COMMENT: Board commended for getting Townhall Road work started.
OLD BUSINESS:
A. Bennett Park proposed amount of $40,754.55 submitted for grant to upgrade the park. Supervisor has completed a follow-up questionnaire.
B. Township Website information presented from Patrick McCarty – PJM Designs – to take 4-6 weeks to develop with cost projected to be $150 for Logo and $1,095.91 as an annual cost. Motion by Draper, supported by Fitzgerald to give it a 1-year trial. Motion carried.
C. Additional road contract regarding Vickeryville Road from Fenwick Rd to Boyer Rd in amount of $82,263 with proposed 20% co-pay by Road Commission bringing it down to approx. $65,810 cost. Motion by Fitzgerald, supported by Draper to accept contract. Motion carried.
NEW BUSINESS:
A. Motion by Draper, support by Fitzgerald to have attorney work on Wind Turbine ordinance soon in order to be proactive rather than reactive. Motion carried.
B. Discussed Brandon Breen, current lawn care person, re: spring/fall clean-up; he was authorized by Supervisor to do Bennett Park and Township Hall clean-up, but knew the Township Sexton was responsible for clean-up of Maple Ridge and Sunny Hill Cemeteries. Therefore it was decided by the board that the April Lawn Care bills presented by Mr. Breen including clean-up for all 4 locations would only honor and pay for clean-up and mowing at the park and township hall and that due to the fact he was not requested to do clean-up at the cemeteries, we would only pay mowing charge for those locations.
PUBLIC COMMENT: Would like to have 300' height limit for wind turbines; have also heard rumor of oil companies looking at possible wells in Bushnell.
