November 14, 2023, Regular Bushnell Twp Board meeting called to order at 6 pm at Bushnell Township Hall by Supervisor Christopher Smith with pledge of allegiance.
Present: Roll call: Clerk Louise Belyou; Treasurer Karron Bliss; Trustee Patrick Draper; Trustee Mike Fitzgerald; Supervisor Christopher Smith; Absent: None Others: Laura Baker, Sexton; Eric Smith, MCES; DTE Jeff Haines;
Motion by Draper, support Fitzgerald to approve agenda. Carried.
Motion Fitzgerald, support Draper to accept Sept.12, regular mtg minutes. Carried.
Motion by Draper, support Fitzgerald accept Oct. 5, special mtg minutes. Carried.
Motion Fitzgerald, support Draper to approve cks #5411–#5448 paid 8/16/23–10/27/23 in the amount of $174,326.49. Motion carried.
Motion by Fitzgerald, support Draper to accept Treasurer's report with a $88,544.99 balance. Motion carried.
Eric Smith, presented Hazard Mitigation Plan which was accepted as Bushnell Township Resolution 111423-R (copy attached) and unanimously adopted by roll call vote of the board. Will hold until January 9, 2024, regular scheduled board meeting to discuss Cemetery Ordinance.
Motion by Draper, support Fitzgerald to set cost of $150 for single lot at Sunny Hill Cemetery. Motion carried.
PUBLIC COMMENT: none Fitzgerald, Bliss, and Belyou appointed as a committee to check on purchase of trail camera for ballot box surveillance.
Fire Authority update: have $40,000 grant; Bushnell Twp owes $4,029 as share of department formation; perhaps may have millage request in August.
Motion Fitzgerald, support Draper to approve 2024 Regular Meeting Schedule with meetings every month. Approved. 2nd Tuesday of each month at 6:00 pm as follows: Jan 9, 2024; Feb 13, 2024; Mar 12, 2024; Apr 9, 2024; May 14, 2024; June 11, 2024; July 9, 2024; Aug 13, 2024; Sept 10, 2024; Oct 8, 2024; Nov 12, 2024; Dec 10, 2024; Jan 14, 2025;
Motion Belyou, support by Draper to accept the offer of $30 per plow from B & B Turf and Snow operated by Dirk Bliss for snowplowing service for Bushnell Township Hall. Carried. Reminded of Dec 13, 2023, meeting with Road Commission.
DTE filed solar app, escrow check has been received. Differences in solar agreement language were discussed.
Motion Fitzgerald, support Draper to accept initial app as presented with proposed language to be added. Approved.
DTE is planning to hold an invitation only open house probably the week of Dec 4, 2023, to answer questions from the attendees. DTE will cover all costs of the meeting. Recommendation by Supervisor Smith to hold a PUBLIC HEARING on Thursday, January 4, 2024, regarding solar project.
After discussion, drain commission info was okayed.
