January 11, 2022, Supervisor Christopher Smith called Regular Bushnell Township Board meeting to order at 7 pm at Bushnell Township Hall w/ pledge and social distancing.
Present: Supervisor Christopher Smith; Treasurer Karron Bliss; Trustees Mike Fitzgerald & Patrick Draper; Clerk Louise Belyou; Atty David Eberly; and others
Absent: none
Motion by Fitzgerald, supported by Draper to accept minutes of November 9, 2021, regular meeting. Motion carried.
Motion by Draper, supported by Fitzgerald to accept treasurer's report with $239,194.53 less ARPA funds of $62,028.31 with $177,166.22 register balance. Motion carried.
Motion by Draper, supported by Fitzgerald to approve payment of $4,381.04 for invoices 11-09-21 to 1-11-22. Motion carried.
Lori and Richard Oestrike, owners of Timbers Event Center (formerly RJ's), requested a resolution to enable them to be granted an available liquor license in Bushnell Township.
Motion by Draper, supported by Fitzgerald to adopt the resolution for them to apply for the liquor license. Motion carried.
Board of Review Resolutions as follows: Motion by Bliss, supported by Draper to approve Alternate Start Dates. Motion carried.
Motion by Fitzgerald, supported by Draper to allow taxpayers to protest in writing for Board of Review. Motion carried.
Motion by Draper, supported by Fitzgerald to accept Guidelines for Partial Poverty, Township Household Income Standards for Poverty Exemption eligibility, and Max Asset Standard for Poverty Exemption eligibility. Motion carried.
Board was apprised that ARPA Federal funding info will be brought to March meeting.
Motion by Bliss, supported by Draper from $850/month to $950/month beginning April, 2022. Motion carried.
Board salaries were discussed. Motion by Draper, supported by Fitzgerald to change annual salaries – Supervisor's from $5,348.23 to $6,000; Clerk's from $8,131.55 to $9,000; Treasurer's from $8,156.30 to $9,200; and Trustees' and special meetings from $91.20 to $100 per meeting. Motion carried.
Will be in contact with Road Commission. Fire meeting will be 2nd Wednesday in February.
Public Comments
Attorney advised on Recreational Marihuana.
Motion by Fitzgerald, supported by Draper to hold a Special Meeting on Thursday, February 17, 2022, with a 6 pm closed legal session with attorney and a 7 pm public comment session for discussion and comments from the public. Location to be decided.
